The drafting of the Urban Traffic Plan for Melegnano made it possible to observe and study the infrastructural dynamics currently affecting the Milanese metropolitan area through a dense, consolidated territory rich in relations. The construction of the east bypass, the completion of work to strengthen the rail system and the general restructuring of the provincial road system of connection and access to both of these municipal territory, which forms part of a territorial system of greater breadth. Called upon to address some of the problems created by metropolitan congestion, the plan therefore focuses on the metropolitan dimension and makes it possible for the town council to take part with greater strength and competence in discussions regarding local structures and the local repercussions of major works. It thus emerges that plans, even when sectoral in character, have a further fundamental strategic role to play if they prove capable of stimulating debate and the exchange of ideas at the various levels of analysis and observation of the consequences of all the choices. At the same time, the plan cannot avoid focusing its attention on the interior of the municipal territory, thus discovering the vitality and the overall attractiveness of the services and the commercial and residential systems of Melegnano.
Far more than a satellite town of the Milanese metropolitan area, Melegnano has the potential to organize itself as a centrality with strong and marked urban characteristics precisely through pursuit of the concentration around nodes and polarities that the outspread and largely built-up territory can now undertake. The plan identifies the historical centre as the major driving force of the town’s development and urban connotations, and thus realizes that the rationalization of traffic in and around the centre is indispensable. With a system of circuits around the most historical and dense nucleus, the reorganization acts like a huge turbine to involve all the surrounding districts, thus identifying environmental islands and areas to be safeguarded. If carried out in this way, rationalization makes it possible to increase the spaces earmarked for urban and settlement quality. Reorganization of the fortnightly market, completion of work on the station area, overall revision of the parking plan and the proposal for gateways of access between external and internal systems, with supporting policies such as ensuring the greater usability of parking spaces through the provisions of precise information in real time, regulation of the times of access to the more sensitive areas with the flexible use of environmental islands and zones of limited traffic, thus recovering an evergreater number of spaces and areas of the urban fabric.
